【Disaster Prevention Meteorlogical Information】
When there is an imminent risk of storm surge disaster, Level 2 Storm Surge Advisory, Level 3 Storm Surge Warning, Level 4 Urgent Storm Surge Warning, or Level 5 Special Storm Surge Warning will be issued. For the currently announced meteorological information, please check the Japan Meteorological Agency website or other website.
【Level 2 Storm Surge Advisory】
This advisory corresponds to Alert Level 2 that requires confirmation of evacuation procedures.
Please check the areas, evacuation sites, and evacuation routes where disasters are anticipated with hazard maps, etc.
【Level 3 Storm Surge Warning】
This is information that serves as a guideline for local governments to issue Alert Level 3 Warning (Evacuation of the Elderly, Etc.).
This warning corresponds to Alert Level 3 Warning indicating that elderly people and others need to evacuate from dangerous places.
In areas where disasters are expected, please pay attention to any evacuation orders issued by the ward office for the elderly and other vulnerable individuals and even those who are not elderly should start to adjust their usual activities, prepare for evacuation, or make their own decision to evacuate.
【Level 4 Urgent Storm Surge Warning】
This is information that serves as a guideline for local governments to issue Alert Level 4 Warning (Evacuation Order).
This warning corresponds to Alert Level 4 Warning indicating that evacuation from dangerous areas is necessary.
In areas where disasters are expected, please pay attention to any evacuation orders issued by the ward office and make your own decision to evacuate even if an evacuation order has not been issued.
【Level 5 Special Storm Surge Warning】
This is information that serves as a guideline for local governments to issue Alert Level 5 Warning (Emergency Safety Measures).
This warning corresponds to Alert Level 5 Warning indicating that a disaster is occurring or is imminent.
It is extremely likely that some kind of disaster has already occurred. Your life is in imminent danger. Please ensure your safety immediately.

Pay Attention to Evacuation Information From Your Municipality!

The municipality where you live will announce evacuation information when there is imminent danger of a storm surge disaster.

As soon as an Evacuation Advisory or Evacuation Order is issued, begin your evacuation to a safe place (an evacuation shelter) immediately.
Evacuate to a nearby building that is 3 stories or higher if it is difficult to move far at night.
If you are unable to get out, move to the second floor or higher area of your home to ensure your safety.
An Evacuation Advisory or Evacuation Order may not always be issued. In case of imminent danger, begin your evacuation before an Evacuation Advisory or Evacuation Order is issued.

When the preparation for evacuation or a start of evacuation of elderly people and others is announced, the elderly, people who are physically challenged, infants, and their caregivers will their evacuation preparations.

What is Storm Surge Flooding Hazard Information?

Information to provide an announcement that flooding will occur because of a storm surge along the coast of Tokyo Bay based on the Flood Control Act.

<What is the storm surge special warning water level?>
This is the standard water level for informing Tokyo residents of the risk of coastal and river flooding due to a storm surge caused by the largest possible typhoon.
The water level was set based on storm surge simulations when the storm surge inundation area map (published March 2018, revised December 2024) was drawn up, taking into consideration the time required for information transmission, etc.The Tatsumi Water Gate (Koto Ward) managed by the Tokyo Metropolitan Government was set as the standard water level observation station because it is located at the inner bay and can properly monitor the water level.
